State University , A Privilege for the Poor or for The Privileged?

Graduation rites are being held back to back recently. Either Virtual or for some Schools that was granted permit to have a face to face graduation rites , it was an event to be thankful and grateful for. Students who graduated recently was still at the heights of their enthusiasm. Dreaming of what they will become in the future. Some are excited to look for their first job and some maybe think of resting for a while to breath and recharge to prepare for another journey.
Some who finished their Senior High School are now ready for further studies . Already submitted the needed documents required by The State Universities as early as the beginning of this year when the university announced the opening of admission or receiving the required docs.
Since pandemic started , examination for upcoming Freshmen or First Year College was waived in State Universities to avoid further spread of covid-19. Wherein admission to your chosen course was based before on your score or ratings of the examination given. To secure a spot , student are required now to submit their ranking and grades during their Grade 11 stint. Barangay Clearance, proof of income etc etc.
Study Hard
Students who achieved High grades has an edge to be accepted , or that is what we are aware of. Since it's a State University who caters for students who can't afford to go to Private Universities and Colleges and giving priority for those who worked and study hard to achieve high grades during their High School years to securely have a slot.
My niece worked hard to achieved her grades. She graduated Senior High with High Honor, having a general average of 96."Did her very best from the start so she could be accepted in a State University in our place . A consistent honor student from Kinder to Senior High. She wants to pursue a Civil Engineering Course in College. She is aware that good grades is one of the major key to be admitted at The State University.
They cannot afford to enroll at private schools. Tuition fees are so high. That's why she did her best to reach the required grades for her chosen course. Submitted all the necessary requirements as early as the opening begun. So what went wrong?
Bad news
My niece was not accepted to enroll as the " List of Qualifiers" was already posted at the University official page. Her name was not on the list.
My niece cried so hard she's asking me what to do. She wants to study and finish her College and be an Engineer someday. So what's next? She asked and look for Colleges that offers a reasonable tuition fees. But to no avail, most of it are too high and too far frim our place.
Most of her batchmates was accepted. Some of them are well off enough to enroll in a Private Universities. Some of them don't care if they are accepted or not.
On what basis did the State U based their admission? It seems like all the efforts and hardwork of my niece was put to waste.
Is State University for the poor? As they stated all Students there as "Iskolar ng Bayan" ( No tuition fees for all student)so why my niece was not accepted? A question even the Professor we know working there don't know the answer.
There are speculations that "palakasan" or if you have prominent person to back you up to be admitted then you'll have your slot with no fuss.
We are frustrated and really sad . As of today , we can't find school yet for her. Cost of Education are too high in private schools. So what to do with students who are eager to study and have a degree in the future yet cannot afford to pay. Will the state help them?
Will The State Universities the answer for their dreams? or it will be the cause not to reach their dreams? Is The State University , a privilege for the poor? or it is for the privileged one?
Will somebody answer me?

Oh wait? Na entrance exam po ba or admission lang talaga? Baka po hindi po sya nakapasa sa entrance exam. Hindi naman po naka based sa grade ang mga state universities. Hehe.
