August 4, 2020 - Quezon City Task Force Discipline head Rannie Ludovica, posted a Facebook status that threatens quarantine violators. "Mula bukas, shoot to kill na ang lalabag sa MECQ (Starting tomorrow, all of the violators of MECQ will face shoot to kill policy)". He eventually deleted his post after almost 2 hrs. This action was condemned by the City Mayor of Quezon City Joy Belmonte and the Department of Interior and Local Government (DILG).
Metro Manila and other nearby provinces were brought back to Modified Enhanced Community Quarantine (MECQ) because of the request of several doctors and health experts worried that the healthcare system may be overwhelmed by the continuous sharp increase in confirmed COVID-19 cases.
Based on the interview with Rannie Ludovica, the 'shoot to kill policy' thing has nothing to do with the Quezon city's policies. He said that the threat is merely a personal and own statement. According to Ludovica, he was swept by his emotion that resulted in him posting such threats on social media.
Rannie Ludovica is wrong at any angle. Giving such a threat can give anxiety and irrational fear to other people. Violence will never stop this pandemic. There are legal methods to punished quarantine violators.
The things we say are the product of our thoughts and I believe that these thoughts can be turned into action. If Ludovica is thinking that killing is the only way to disciplined people, maybe he will do it. This is extremely dangerous.
I am commending Mayor Joy Belmonte and DILG for criticizing Rannie Ludovica's threat to the public.
If these authorities will continue to threaten the public with killings, the citizens will likely to lose their trust. Why I will obey you if I didn't trust you anymore?
