The water problem in many countries is terrible, especially in countries where they do not have rivers or one of the largest hydroelectric plants in the world.
Venezuela is fortunate to have the Simon Bolivar hydroelectric plant, one of the largest in the world, but the inhabitants of this country have to live in the terrible situation of not having this vital liquid flow on their homes and neighboorhoods for months or weeks. However, my son and I are lucky enough to only have this predicament for more than a few days.
It's not something of social class, here both poor and rich live in the same precarious conditions. Sure, those who can buy some water tanks will be able to have more access to water and those who do not will have to fill themselves with enough patience to wait for the day when the water supply arrives normally through the potable water aqueduct.
I am lucky that the water supply arrives to my house every 5 days. But there are places in my neighborhood where people spend more days without water, even though we are living nearby on the same street, in the same urbanization.
Now everyone uses water pumps to take water and stock up before the flow from the pipe runs out. Sometimes it stays flowing for hours, sometimes for more than 24 hours. No one really knows exactly for how long it will stay.
Doesn't it seem fair to not have the right personnel to be able to deal with this issue? Despite having this great hydroelectric tributary in the country?
Or perhaps, is it that there are more important things to solve in the country than the water problem? I really don't know.
It is hard to do without water no matter how little you use. It makes life more expensive too. I have done weeks without and I am happy I have my own water pump although it has issues too and the water is not cleaned. We still use and drink it although I try to fill some bottles at the city tap too as long as they are not closed.
With us, it depends on the temperature outside, which part of the country you live (the soil), and which part of the line you are (I am with everything at the end, internet included). If the water companies decide to give less water the first in line still has (and not use less water) and the last in line has nothing. Although the country is built on water, are surrounded by it, have rivers, canals wherever you go or see this doesn't mean there is enough water (strange, strange) especially not for those living on the sand ground.
A water pump is a good solution to have at least something if you can lay your hands on it. So every 5 days it is a shower, laundry, do the dishes and fill cans of water day?
Why your government is doing this I don't know. I assume they have water, power...perhaps the PM loves to live in a country without a nation?
