Are you serious?
This is based from actual events and is very real. Well, sort of.
There are some times that the US Government coming up with a plan that are pretty absurd but surprisingly effective. This happened for real and was planned and executed by the CIA itself after the Japanese Invasion (WWII) in the Philippines.
How did it happened?
After the Japanese invasion, the members of the Filipino’s People Army became increasingly marginalized even after the war has ended. They we're known as "Hukbalahap" and they were a pain in the *ss for the American Forces in the Philippines and since the said country is a valuable asset in the US during WWII, CIA sent their one of their best officer Edward Lansdale to deal with the problem.
He is an expert in physiological warfare and found some major weakness in the Philippine Rebels.

Edward took the advantage by exploiting Filipino's belief of "aswang" a mythical creature who sucks the blood of its victims which is somewhat an equivalent of "vampire" in the US. The Huk's have are based at the hilltop position in Luzon, a well very tactical position for defense against the Filipino-American forces.
So, one night Edward executed his plan and when a patrolling unit was on their way, they silently grabbed the last man in the pack. Punctured his neck twice to make it look like a bite from "aswang" and hang him upside-down. After draining all the blood from the poor guy, they returned to the trail and set the body up. When the huks found out about the body, they we're terrified.
The very next day they fled and abandoned their camp which were a very valuable position. This was one of the start of their downfall. And by May 1954, the huks surrendered and the rebellion was put to an end thanks to the help of the "American Vampires" of the CIA.
Conclusion
I think this is one of the best war tactics I have ever known. Although I feel very bad for the man who was hanged upside down to drain his blood. That is pretty brutal. Anyways, desperate times require desperate solution I guess.
