Gaius Julius Caesar Germanicus, known by the nickname Caligula, was one of the craziest and most brutal rulers in history. He is known for killing for pure fun, causing hunger, he is accused of incest with his sisters, whom he forced into prostitution. He often organized public games so that the people would love him, and at one of them, he ordered the guards to throw an entire section with the audience to the animals to eat them, because he was bored. He intended to appoint his horse Incitatus as consul, but he built a temple for him and appointed him a priest.
