Does it matter? You can not blame any government for it's nation to be stubborn, not hygienic, only for not informing them well.

Well, I think it is the management at the first few months of the pandemic that really set the fate of the Philippines. Compared to countries like Taiwan (who implemented immediate lockdown form China), the Philippines ' executive branch is relaxed and chill which got us on trouble.
