The 15 May, 2023 network upgrade of Bitcoin Cash does NOT include a block size limit increase.
Regular consensus changes on Bitcoin Cash are determined by all BCH stakeholders who participate openly via CHIPs (CasH Improvement Proposals) which are discussed and agreed on at length.

AFAIK, there is no CHIP on the table that proposes an increase from 32MB to 64MB, but there is a CHIP in development for an adaptive block size increase, for some future upgrade (not May 2023).
