There's no something wrong about using bottled water, if the people know how to segragate bottled and know where to throw their garbage. It is depend on US, we need lots of decipline here.
Yes, it is up to people to be conscoious about the environmental impact of using pastic bottles and not recycle them. Here in Germany we are charged a few cents every time that we are buying a plastic bottle and we get those cents back when we return (recycle) that plastic bottle. In Spain, where I am from, this approach it is not used so people may or may not recycle the plastic bottles. There is not any incentive. In any case, if the tap water is good enough for drinking there is no need of buying bottled water.
Water is a limited source on earth we have to save it in order to sustain life as water is the basic component due to which living things are present on earth
