Dark Web can be access through an Onion Router. The one which is popularly used to access it is TOR Browser which you can find in the internet. You can also search for some dark web websites which will only work with the TOR Browser and not any normal browser. Use it at your own risk because in most countries accessing the Dark Web gets you in the jail. Some things that are actively available in the dark web are:
