Does machine learning important for AI?

There is a scientific approach that machines will learn like humans so why machine learning is important for AI?

1 - Do not repeat the same mistakes:

If machine learning learns new things it will not be only dependent on the maintenance team during the working robot process, the maintenance team only repair items that no longer work on the robot nothing else.

2 - Ability to graduate on work:

The machine is just consuming electricity and could be used for teaching purposes instead of teachers that may get a salary or for example for car repair instead of mechanical or even in any other section of the robot is proven to learn every day new things.

3 - Learn developers new things:

The maintenance team by reading new pieces of knowledge at work may consider this for the next robotics creation.
