Why there are not ghosts in The Sims 1?

In The Sims 2, The Sims 3 and The Sims 4 we can find ghosts. They are appearing in various situations, and usually your Sims will be afraid of them, but there are also some Sims who love seeing them.

And, in The Sims 1 there are not ghosts, but there are many other extraordinary creatures in The Sims 1. I really do not understand why, because Sims can die in The Sims 1.
