Life is too short. You don't always get same opportunities again. You should always express you love and affection. You should always tell your feelings to other person before it's too late. You never know if you will have time or opportunity again. 

If you don't tell them on time you will regret but it will not change anything. You don't know if you feelings and love can motivate them or help them in something. You don't know how much your appriciation mean to them or how much they need it so do it for yourself and them. express your feelings.
