Please tell me what does this red marked number means?

I see in many articles some numbers are in black color and some of them are in red color but why ?

My another question is if someone is going on spam commenting on my article,then what should i do ? Will i have any penalty for another ones fault ? And in that case what you will advice me to do with that spammers?

First the numbers you are seeing are the numbers of comments on that article. The one in black is the number of comments from the community you are viewing the article from, while the other one in red is from another comment section mostly from the author subscribers.

About spam comments on your article, what to do is to first tell the person to stop it by informing him about the consequences of doing it. If it continues you can move the person comments to spam on your notification area. Spam comments on your article are taking care of by the system, you will not be purnish for another man's offense. But if you join them in spamming your own article you might get purnish for that. Hope I have answered your questions.
