Corruption and development are inversely related. An increase in one indicates a decrease in the other. For this reason, corruption is one of the obstacles to development in the developing world. With every political change in our country, corruption has become so widespread in the society that it has now become one of the national problems. Evidence of which is found in the report of TSA. Like last year, Bangladesh has become the first among 111 countries in the world due to corruption. As a result, it is not only ruining individual life but also adversely affecting the imperial life. This has reduced investment and foreign aid and debt, and the gradual deterioration of law and order has had a negative impact on socio-economic life and degraded the quality of life. And so Bangladesh ranks 144th out of 18 countries in human resource development which reflects the fragility of the overall way of life. Corruption is a mental weakness that exists everywhere. However, the discussion will be limited to the context of Bangladesh. It is basically discussed in three parts.
One
Corruption is a kind of social problem. This social problem not only weakens the individual life and destroys the social cohesion but also hinders the national development and fulfillment of the universal fundamental rights of the citizens. Corruption is a situation that arises mainly from the relaxation of social norms and rules, which hinders the path of social progress. It is usually caused by economic hardship, chaos, and law enforcement. So there is no legal or moral support behind it. Examples of petty corruption such as bribery, abuse of power, nepotism, etc. to speed up the operation of the administration, and areas of major corruption include military aircraft, ships, logistics, transport and communications equipment, highway dams, bridges, etc. , School textbooks, supply of medicines and equipment to hospitals and consultant fees etc. In this way, by misusing government power for personal gain, the government loses thousands of crores of rupees for unjust, irrelevant and unreasonable reasons.
Experts give different opinions to identify the causes of corruption. Notable among them are poverty, greed and political malfeasance. The absence of an independent anti-corruption judiciary and the judiciary are again affected by these three factors. The latter factor plays an important role as an obstacle to overall development.
Development of political malpractice: Slowing down: Political malpractice is defined as the combination of nefarious motives and immoral activities in politics, that is, corruption in politics is called raj malpractice. Political malfeasance in the developing world acts as one of the obstacles to development. An example of political malpractice is the fact that in the last 30 years, the government has received foreign loan assistance of Rs. 160,000 crore, 75% of which has been looted by economic and political miscreants. As a result, the disability of the powerless has increased. It is the government bureaucrats and the rich who create this malpractice and stand in the way of development. As a result, the source of power is either money or politics or both. All these powerful people create a black economy. The black economy has never been a hindrance to development. In this vicious cycle, a black economy of Rs 60,000 crore is created every year, which is one-third of the national income. However, it is not possible to invest this part in any productive sector or development activities. Those in this circle are again in default of Rs 30,000 crore. They are involved in corruption worth Tk 11,000 crore a year. They smuggle at least Rs 20,000 crore worth of currency every year. They are the ones who turn the government into a defaulter by staying in power or using it. Due to which the state becomes at the top of corruption. But 80 percent of the rural population is not corrupt. But such corruption reduces foreign investment in the state which affects national income.
Government structure, corruption and development: Government, the only element of running the state. The government elected by the people tries to implement the ideas of the people. But if this structure of government is organized through a malpractice process, then it kills the will of the people, which indirectly accelerates the pace of underdevelopment. Because individual interests prevail over collective interests.
The government structure is a political party. And when this political party itself is immersed in corruption, then the country also becomes at the top of corruption. And this position forces donor countries and organizations to turn away from development activities. In this way, the state of the country's economy has become stagnant. The source of income and expenditure of any political party is not clear to anyone.
There is no denying that the whole process is corrupt. Because members of political parties are elected by spending crores of rupees. In this, many people get the ministry in exchange of crores of rupees. They are arbitrarily violating the rules by making unwritten agreements with high-ranking officials to raise money invested in elections.
Mete rises in earnings. In the name of public service, they are elected in the name of self-interest. Again, it acts as a partner in gaining more power or gaining money. Or because of their loyalty to employment, many of them again become their allies in corruption. In this the development of the people is trapped in the trap of corruption.
Domestic and foreign investment helps in the employment of a section of the population. This is the beginning of a kind of developmental activity up to the grassroots level. But the continued deterioration of law and order, corruption of ministers, bureaucrats, discourages domestic and foreign investment. So that people are deprived of the benefits of investment. Because the government surrounded by rogues gives much more importance to the looting sector than it does to the people in its investment decision. For example, by investing the same amount of money and resources, it was possible to completely eradicate tuberculosis and leprosy in Bangladesh.
Free field for foreign debt and aid corruption:
The hand of foreign aid is extended for the purpose of development. Although it is an outward expression, the underlying purpose is to build dependence. Corruption arises from here. Thirty years after receiving the loan or foreign aid, we are now being forced to bear the unimaginable responsibility of unfinished, half-finished abandoned and harmful projects. It is just an active attempt to smuggle old useless and discarded equipment in the name of invisible hand manipulation, technology transfer under various forms of dependence and obligation. In the same way, the dependence on foreign aid for post-independence consumption is also a consequence of structural failure. It is from here that the harmful virus of progressive development has been born, which has now grasped the process of improved living with a black claw in the whole socio-economic life. Despite the bumper yields in the country, Bangladesh does not dare to procure more than 100,000 tons of food every year. Even after achieving food self-sufficiency, the situation has not changed much. Because we have to pray for food aid to keep prices stable, avoid famine and keep the commission business of the rogues afloat. Here, the commission business of the rogues is developed through corruption, which has a negative impact on the people.
Understanding how foreign aid breeds corruption is understandable. In the last 30 years, 25 per cent of the Rs 100,000 crore in foreign loan aid, or Rs 45,000 crore, has been looted on the advice of foreign agents and consultants. Bureaucrats, politicians, commission agents and others inside the country have misappropriated 30 percent of the total aid, i.e. Tk 45,000 crore. Percentage of the country i.e. 36000 crore rupees. And in the name of which the help has come, the poor people with osteoporosis have got only 25 percent or Rs 45,000 crore. It can also be said differently - in the last 3 decades an organized path of inflation equal to Tk 135,000 crore has been created by spending Tk 45,000 crore. The trap of mischief has been created. The black economy has accelerated and the level of inequality in social income and living has increased. The black economy is a product of corruption and has emerged as the strongest sector in economic development in the last three decades. But the money of this economy is spent on elections, terrorism or luxury. As a result of not spending on human welfare, development activities have come to a standstill. And so in the last 3 decades, 85 percent of the foreign debt of more than 160 thousand crore rupees is the victim of corruption.
In fact, corruption has entered our political culture. And so the universal development of a corrupt political structure can no longer be ensured. Because more money is wasted than the amount of money that can be used for development is only due to corruption.

"If only corruption in the power sector can be prevented, a Jamuna bridge can be built every four years" - the statement of the chairman of the Bangladesh Telegraph and the chairman of the Telephone Board with the chairman of the World Bank in the 80's said. ” Here are some examples of corruption before analyzing the two statements:
Corruption in awarding contracts: The above corruption directly hinders development. In this case, on the one hand, the quality of work is bad and on the other hand, the cost of work increases many times more. As a result, the money that would be spent for development would often be used for development.
Corruption in revenue collection: As a result of corruption in revenue collection, the country's revenue sector has to pay crores of rupees in losses. This requires cutting development spending or development budgets and relying on foreign aid. This creates obstacles to development as well as increases dependence on foreign aid.
Corruption in personal tax collection: Corruption is closely linked with tax evasion. In our country, a culture of tax evaders has developed like debt defaulters. That culture often perpetuates the stagnation of developmental activities.
Corruption in the purchase of goods from abroad and the sale of government goods: The amount of money that is supposed to be spent and collected in the case of purchase of foreign goods and the sale of government goods is not happening. Corruption occurs in the purchase of goods such as aircraft, ships, cars, etc. for various companies in Bangladesh and in the sale of various government products. In this way, corruption costs the government more than it should. And development in it
Needless to say, the rate will be disrupted.
In case of compensation: Similarly, it is seen that the project undertaken for compensation for any development activity is many times more than the total project money. Thus the amount spent on development work is 200% more than the actual requirement and up to 300% depending on the field.
In addition, the income due from the sectors of airports, banking sector, seaports, railway stations, gas power supply centers, etc. is not deposited in all government treasuries. As a result, the citizens are forced to accept low quality services and goods at extra cost.
There is also corruption in our society. Starting from the minister, the clerk of the office takes shelter of corruption. As a result, the development journey is being hampered in many ways.
Consequences / effects of corruption in development
Although personal development and interests are achieved as a result of corruption, it has a negative impact on overall development. When money invested for the purpose of universal development is utilized illegally, the benefits of development are no longer available. As a result, it became a trend of development and hindered him. And this disruptive trend of development brings indescribable misery to the overall and national life.
It took more than two decades to build the Jamuna Bridge due to lack of funds. But according to the chairman of the World Bank, we could have made it with our own resources. If only it was possible to prevent corruption in the power sector. Similar remarks were made by him and the chairman of the telephone due to which it is still not possible to provide telephone service at the grassroots level in Bangladesh.
The prevalence of corruption has become so widespread and strong that it is not possible to implement internationally recognized civil rights, so it is often said that the basic rights of the people are endangered today due to the increase in crime due to deteriorating law and order; As a result, humanity is being humiliated and the dignity of the country is being trampled.
According to Transparency International, the public has paid a bribe of Tk 2,008 crore to the police department and Tk 1,135 crore to court officials and employees in one year. In other words, only two departments have misappropriated Rs 4,100 crore in one year through illegal means. On the one hand, human rights have been violated by violating the law, on the other hand, the development sector has been neglected. In other words, with that money, it would have been possible to undertake a huge project to improve the overall situation of the country if corruption had not been resorted to.
Education, health, revenue, police, judiciary, military, etc., are all prone to corruption today and the culture of development is now almost extinct.
Three
In the 3 decades of independence we have lost much more than we gained; Development activities have given priority to the underdeveloped sector, we have wasted more than income due to corruption, we have increased kinship instead of patriotism. And I have remained steadfast in my position of self-interest. As a result, it was not possible to establish the law even after independence. So I do not allow others to do the same as I do without corruption. In the analysis of the overall situation, it seems that we are so involved in it that no one is thinking about the way out of it, but we have accepted it naturally. And that is why we do not care about the transparency and accountability of the government and there is no embarrassment for human rights violations, then the country is full of rampant corruption and not the brother but the main controlling force. As a result, the relationship between development and corruption is contradictory, which is easily noticeable in the context of Bangladesh. And so corruption is not conducive to development but an obstacle.
