North Korea's Reconnaissance Office Leads Hacking Attack
From 2019 to November 2020, virtual currency is washed as real currency
All ballistic missiles can be loaded with nuclear weapons
It was found that North Korea did not stop cyber attacks on cryptocurrency exchanges and financial institutions to raise funds for nuclear and missile development despite international sanctions. Refining products, which were frequently cited as cases of violation of sanctions, were also found to have continued to increase imports.
According to an expert panel report released by the UN Security Council's Sanctions Committee on North Korea, North Korea stole virtual assets worth $316.4 million from 2019 to November 2020, last year. This report was prepared by an expert panel of the North Korean Sanctions Commission based on its own investigation and evaluation and reports from member states, and has been approved by the Security Council member states consisting of 15 countries.
North Korea's various sanctions evasion conditions and methods were also introduced in detail. According to the report, Hackers linked to North Korea continued to operate hacking against financial institutions and cryptocurrency exchanges in order to support nuclear and missile development.
The expert panel also reported that it is investigating a hacking case that stolen $285 million worth of dollars from a cryptocurrency exchange in September of last year.
The incident is estimated to be linked to a second hack that intercepted $23 million in October of the same year.
It was also investigated that North Korea also started money laundering by converting stolen cryptocurrencies into real money through unlisted cryptocurrency exchanges in China.
The lead of the attack was designated as the North Korean Reconnaissance Office, subject to UN sanctions. The expert panel pointed out that the Reconnaissance General Bureau carried out "malicious activities targeting virtual assets, virtual asset exchanges and global defense companies." They are also investigating hacking organizations such as Lazarus and Kimsuki, which are known to be linked with the Reconnaissance Office.
The expert panel also judged that North Korea violated the sanctions "multiple times" by exceeding the annual import limit of 500,000 barrels of refined oil based on photos and data provided by a member state.
It is said that until September last year, all refined oil products were brought in 121 times, far exceeding the import limit set by the resolution of the Security Council. In order to circumvent international sanctions, direct transportation of refined products to North Korean territory such as Nampo Port by large tankers or barges has increased significantly last year, rather than the'ship-to-ship' transshipment method that is secretly carried out on the high seas.
In addition, North Korea was found to have illegally exported 2.5 million tons of coal by transporting from January to September last year. Most of the coal exports came from Ningbo and Zhoushan, China, the report analyzed.
Meanwhile, the expert panel evaluated that these coal exports have generally ceased after July last year due to the aftermath of the Civid-19 crisis.
