When you have the attitude of anything can go, then you would not be able to manage your time effectively.
You need to have daily, weekly and yearly focus based on your priorities!
Outline your priorities and set your focus eg. I want to focus on this Two things today.
It may be 1, 4 or 5 depending on what you want.
Schedule your day to align with this focus.
In fact Lack of time management is synonymous with absence of priority-based focus.

*KILL PERFECTIONISM AND GO FOR EXCELLENCE*
One of the Greatest Sponsor of Procrastination is perfectionism: by This I mean: *Everything must be fine before I take actions*
Everything must be fine before I achieve something!
No! Everything must not be fine before you achieve something!
You must not have a laptop to write a book or design a website, you can still do this with your smartphone.
You don't have to wait till you buy a Laptop.
Get up and start something!
Start from somewhere!
The more you embrace perfectionism, the more you embrace procrastination.
Go for excellence: Getting the best at your reach per time.
It does not have to be perfect but not mediocrity!
You will underutilise your time, if you always wait for everything to be perfect!

*STOP TRYING TO DO EVERYTHING*
Get trained in a particular area and gain mastery on it.
If you're running a firm, learning how to do everything in it is dicey.
Get someone to help in a section, if you don't have money to pay salaries.
Get someone trained in it, then he volunteers for you.
Trying to do everything will burn you out!
And misuse your time!
