What's refresh rate?
The times the image on your screen updates per second. A 60Hz monitor has a refresh rate of 60 frames per second. A display with a 144Hz refresh rate can show 144 frames per second. The higher the refresh rate or FPS, the smoother your games will feel and the better they will look.
What's response time?
The latency between your game, your PC, and your peripherals. It’s the amount of time it takes for your monitor to actually show the latest inputs and information it’s receiving from your system. It’s measured in ms or milliseconds, so the lower the ms the better. IPS panels typically have slightly more latency, however, this is barely noticeable outside of highly competitive gaming.
