It can still be used to dig soil.. maybe the owner of that shovel throw it away because he cant see the use of it now

Maybe the owner was in a hurry thats why he neglected that shovel. It was now rusty cause of raindrops and sunlight. That will be the effect on people specialy to the parents having abandoning or not doing responsibilities to their children. Bad things will always occur.
