What's not yours, is not yours. If you took it, you're a thief. There are tons of supermarkets and malls to buy necessities and belongings. If people get things from the store without paying for it, that's stealing and you'll be labeled as shoplifter, but not all people who steals can be considered as thief.
Kleptomania is a rare but serious mental health disorder that can cause so much pain to an individual and to his or her love ones. It is the inability to control the urges to steal things that usually have just a little value. A disorder that is characterized by problems with emotional or behavioral self control is called Impulse Control disorder, and Kleptomania is an example of it. People who have this disorder tend to have a high tension and anxiety leading to theft. Also, they feel a sense of relief while stealing and guilt after doing it, then they continue the same cycle.
The Kleptomania attacks of a person occurs spontaneously and unplanned. Anyone who can't resist the feeling of stealing should seek medical advice. Although there's no direct treatment, medication and psychotherapy (talk therapy) may help to end the cycle of stealing.
If your friend or love ones have this condition, you should talk to them and try to raise your concern. Tell them what their condition is and the things that he/she have to do. Not all people that steals, do it intentionally, some are just Kleptomaniac but they're not thieves.

They're not thieves because their intentions were never to steal. It was just the disorder that made them do it. I've watched a kdrama series that had explained about Kleptomania. Its actually very alarming, 'coz this kind of patients must be aware of their situation and hopefully to have an expert to help them cure this thing.
