To start any business, you need to spend money at the beginning of starting the business. You need to have an initial capital. You can save money and use that in your business. You can borrow money from your relatives and friends or you can take a loan from the bank.

His target is to get foreign clients and do everything online. If his target is to grab the local market where he meets clients offline, it is important to spend a significant portion of his capital to rent office space, decorations, banners, and other things. Your potential client may come to your office, and see everything how you are doing.
Since his target is to get foreign clients and provide his services to them, he can start it from his home. When he keeps getting clients and growing his business, he can rent office space and do everything to expand his business.
In case it does not work and you cannot run your business, you can change your mind and do something else. But if you spend too much money at the beginning, you may lose more money since you fail to recover the initial cost.
