I do not understand the idea of boundaries and division and the papers that prove your personality. Who created these things and why?

I think I got this analogy from a play I once saw. Trying to get across a national border is like playing a game of "Mother may I". When told to move forward, you must say, "Mother may I?" or you have to start all over.
