These are the amazing things I learned from Bro. Eli Soriano's teaching on the above-mentioned topic in addition to my own personal research as well.
Proverbs 23:20 (NIV)
Do not join those who drink too much wine or gorge themselves on meat,
Alcohol is not a bad thing. The Bible only warned against taking excessive of it and that is explained in the Bible reference above. It's not a crime to take alcohol but the point is, what are you taking it for?
At the wedding in Cana, Galilee, Jesus turned water into wine and if the wine was forbidden, it would have not been something that should signify Jesus' first miracle.
John 2:7-9 (NIV)
Jesus said to the servants, “Fill the jars with water”; so they filled them to the brim.
Then he told them, “Now draw some out and take it to the master of the banquet.” They did so,
and the master of the banquet tasted the water that had been turned into wine. He did not realize where it had come from, though the servants who had drawn the water knew. Then he called the bridegroom aside
Apart from the instance where wine was used, there are other reasons why people take alcohol and I know one could be about stress.
Stress Relief: alcohol has anxiolytic and this means it can inhibit anxiety or the feeling of stress. It is a common way for people to relieve themselves after a long day’s work.

Woe to those who rise early in the morning to run after their drinks, who stay up late at night till they are inflamed with wine.

Wine is a mocker and beer a brawler; whoever is led astray by them is not wise.
So, to answer the question, can a Christian use wine to cook? Yes, if they have a reason to use it, why not. There could be many underlining factors why anyone would want to cook with wine and the truth about cooking with wine is that, when a mixture of water and alcohol mix together and boils, the vapours are a mixture of water vapour and alcohol vapour, so they both evaporate together. But because alcohol evaporates more readily than water, the proportion of alcohol in the vapours is greater than it was, when it was in the liquid state.
I get to understand also that pure alcohol boils at 173 degrees and pure water boils at 212 degrees but they don't behave independently when they are mixed because each of them affects the boiling temperature of the other. A mixture of alcohol and water will boil at a temperature that's between 173 and 212 degrees as earlier mentioned.
When a mixture of water and alcohol boils, they evaporate together so you wouldn't even know there is any added into it but as earlier mentioned in the Bible references above, the problem is not about the usage but about not being addicted to it. Most people drink to lose their inhibitions. Some people drink as a result of peer pressure too.
After an alcoholic has undergone medical detox and there is no longer alcohol present in the body, the disease of alcoholism is still at work which is why the Bible warns against its addiction. It is okay to take it, if you must take it or if there is any reason for you to take it but it should never be an addiction that you need to be nursing. Nothing should take the centre stage or the place of God in our lives. God is a jealous God.
