In 182, Warren Hastings was appointed Governor of Bengal by the Court of Directors of Bilat. Hastings came to Bengal and focused on the reform of trade and the system of government. In commercial matters, he put an end to the practice of 'dantak'. So that traders by numerous customs checkpoints located between different estates
He was not persecuted, so he removed all the outposts and set up only five customs houses in Kolkata, Dhaka, Murshidabad, Hooghly and Patna. He reduced tariffs on all products except salt, betel nut and tobacco, over which the company had exclusive trade rights, at a rate of 2.5 per cent. As a result of all these reforms Goods move freely from one end of the country to the other. He removed Mohammad Reza Khan and Sitab Roy from Bangla and Bihar to end the dual rule. He entrusted the care of the Nawab's household to Gree Muni Begum of Mir Jafar. And appointed Gurudas, the son of Maharaja Nandakumar, to assist him. He reduced the Nawab's scholarship from Rs. 32 lakhs to Rs. 15 lakhs, and transferred the Khalsa (Treasury) from Murshidabad to Calcutta. He also abolished the practice of collecting revenue by the Amins, and his burden on the collectors He leaned over. For this purpose he divided the country into several districts. One formed a division with several districts, and appointed a dewan in each department to keep accounts. One Naib Dewan was appointed in each district to assist him.
For the purpose, all the provinces were divided into six divisions, viz., Kolkata, Burdwan, Dhaka, Murshidabad, Dinajpur and Patna. But in 181 he (then Governor-General) abolished the post of Divisional Collector to prevent corruption and tyranny in the Revenue Department, replacing them with local employees. And a four-member Central Committee of Calcutta (Anderson, Shore, Chatters and Crofts) to oversee them. To reform the corrupt judiciary, he reformed the Daroga Court, the Civil and Criminal Court for civil cases. In addition, there are two appeals in Calcutta Courts are established - Sadar Civil Court for civil trials and Sadar Nizamat Court for criminal trials.
