A few months ago, Philippine Health Insurance Corporation (PhilHealth), a government-owned health insurance company, is been involved in a scandal. Ricardo Morales, the person assigned by Duterte to lead the agency, is one of the alleged individuals who stole the 15 billion pesos ($ 300,000,000) fund of PhilHealth. Until now, the investigation is still on-going.
15 billion pesos is huge money and can be allotted to things that are our country needed.
Swab test roughly cost about PHP 3,400 (USD 68) each. With 15 billion pesos, we can test 4,441,700 million Filipinos. This would have helped ramp up the COVID-19 response of our country.
Public hospitals are begging for new and additional ventilators. But the government is having financial difficulty supplying the needed equipment. If the 15 billion pesos was spent on ventilators, health care workers may don't even need to choose between the two patients; who will use and who's not.
Some of the hospitals are now reporting that they can't accept any patient anymore and that's because all of their hospital beds are used up. If the 15 billion was used to buy 'premium' hospital beds, they can provide 60,000 pieces of it.
Our health workers are also struggling with insufficient supplies of Personal Protective Equipment (PPE). Certain reports said that some of the public hospitals allow the reusing of PPE. As a result, they become more vulnerable to the virus. The estimated price of each PPE is 500 pesos ($ 10) and with 15 billion pesos, 30 million pieces of it can be distributed.
With 15 billion pesos, we can equip our hospitals with 10, 000 pieces of the fully kitted ambulance. which cost about 1,500,000 million pesos ($ 30,000). Fully kitted are the types of an ambulance that provide all of the essentials needed to provide basic life-saving care with plenty of room for Basic Life Support (BLS) Equipment.
15 billion pesos can pay supply 428, 571 frontliners' COVID hazard pay for 7 months. For 5,000 pesos ($100), the hazard pay is not that big enough compare to the sacrifice that our healthcare worker giving to us but they are trying their best to stop this 'plague'.
