When the partition was happening maharaja was the only one who keeps delaying in signing the affiliation of the states with Pakistan or India. He has his own vision of keeping Kashmir as an independent state.
Congress and other leaders of Indian tried their best to affiliate Kashmir with India but the maharaja was not even thinking about joining with India. During the partition when all states were signing the affiliation agreement Kashmir leadership on other hand was divided into 3 groups which were on one side it was the maharaja himself, the National conference lead by Sheik Abdullah, and Muslim conference Lead by Choudhary Ghulam Abbas. Both parties were struggling to remove the maharaja and bring a democratic system in Kashmir but with time both parties ideologies changed and the current position of the Kashmir affiliation according to all three was
1-Maharaja wants to keep Kashmir as an independent state where he will be the maharaja. Incase if things will not work out he will affiliate Kashmir with Pakistan.
2-Sheikh Abdullah who was the creator of the Muslim conference but later develop his own party National conference wants Kashmir as an independent state and if things dont work out the second option was affiliation with India.
3-Choudhary Ghulam Abbas, Muslim conference president of that time first priority was to keep Kashmir as an independent state while the second option was affiliation with Pakistan.
However, the Quaid-e-Azam and Mulsim league at that time provided the option to consider Kashmir as an independent state, on the other end according to Gandhi and congress Kashmir the only option was affiliation with India.
