How do I report air pollution in Delhi?
The Delhi pollution control committee issues a DPCC Pollution licence. DPCC is a no-objection certificate that government offers and signals that the proposed business model is not harming the environment. The regulating and overseeing body for DPCC is the Ministry of Environment & Forests & Climate Change.
Industrial operations are divided into White, Red, Green, and Orange categories by DPCC. As already stated on the DPCC website, these classifications are determined based on Pollution Potential.
In 2016, the government introduced the idea of the "White Category." To separate the least polluting industry, the category was created. However, due to their lack of pollution, these industries are exempt from any consent certificate requirements. These industries operate in line with DPCC classifications, and the white category industry type has a pollution index ranging from 0 to 20. This industry type is regarded as the least polluting.
The Green category includes industries with a pollution index between 21 and 40. Before establishing an industry, these sectors must provide their consent. These industries must get permission to operate and create since they are considered polluting enterprises.
Orange category industries encompass the range of 41 to 59 on the pollution scale. Industries in the orange category are prohibited from starting operations without submitting a permission certificate. And before founding and operating the industry, orange category industries must also file the consent certificates, just like in the green category.
Industries that pollute too much have been categorized as red by the Ministry of Environment and Forests. These can't work in areas that are protected or that are ecologically sensitive. Businesses falling under this category are not allowed to operate in Delhi. Industries under the red category deal with hazardous chemicals, dangerous vehicles, mining, bio-medical waste, etc. The red category comprises business sectors whose pollution index is above 60.
Process for getting the license
All industries seeking a permission certificate must first confirm their commercial activity. After the verification, industries are further divided based on commercial activity.
Industries can submit papers online for the white category, and an undertaking will then be created. The corporate entity must deliver a physical copy to DPCC along with a signed copy. Regarding the Green and Orange categories, it is essential to confirm if the site is included in the list of industrial areas; if it is, the industry must submit the relevant paperwork online at the DPCC website.
