The U.S. House of Representatives voted Wednesday to recall President Donald Trump, formally accusing him of inciting a revolt a week after his supporters forcibly stormed Congress, which was assessed as an attack on U.S. democracy.

232 congressmen voted for the recall, while 197 congressmen voted against. There were also ten Republican congressmen to recall the Republican president.The House of Representatives voted on one formal recall charge - "inciting rebellion" - relating to Trump's speech to thousands of his supporters shortly before they forcibly stormed the Capitol Congress building, interrupting a Jan. 6 session that was supposed to be formally held. Joe Biden's victory in the November 3 election was confirmed. Five people lost their lives in the conflicts at the Capitol. During his speech, Trump repeated false claims about rigging the election and called on his supporters to march on the Capitol.

Trump thus became the first U.S. president to be recalled twice in the House of Representatives, but there is little chance that the recall will be confirmed in the Senate, where Republicans still have a majority, although they lost it after the recent elections in the state of Georgia. The Senate with a Republican majority is on hiatus until Jan. 19, the day before the inauguration of President-elect Biden.

Peter Alexander, NBC reporter from the White House, revealed on Twitter that just minutes after the recall, Donald Trump presented a national medal for art to country singers Ricky Skaggs and Toby Keith at the Oval Office.

Republican Senate leader Mitch McConnell has ruled out an earlier session, which Democrats are calling for, though he said he does not rule out the possibility that he will vote to recall Donald Trump if he is tried in the upper house of Congress. "I have not yet decided how I will vote, I intend to hear the legal arguments when they are presented in the Senate," he wrote to Republican colleagues in a note released to the public.

U.S. Congresswoman Nancy Pelosi called on lawmakers during the debate to recall Trump, saying he must be held accountable for inciting last week’s violent attack on the Congress building. "We know that the president of the United States instigated that uprising, that armed rebellion against our country. He must leave. He is an obvious and real threat to the nation we all love," Pelosi said. She added that Trump was waging a "war on democracy" and that he incited "rebels" and "internal terrorists" at the Congress building.

Since Trump recalled the House of Representatives, a conviction in the Republican-dominated Senate requires two-thirds of the senators, meaning at least 17 Republicans in the 100-member House must find Trump guilty.

Trump, one of only three presidents against whom recall proceedings have been filed, is the first to have it happened twice. So far, no US president has been expelled from the White House through the recall process. The three - Trump in 2019, Bill Clinton in 1998 and Andrew Jackson in 1868 - were recalled to the House of Representatives but acquitted in the Senate.
