The Flipstarter has been completed with some time to spare, what a relief!
I was thinking I would be left to have to cancel such a lottery for the second time. Thankfully not.
So here we go! I'm doing the drawing thread in this post, where anyone can comment to correct me or ask questions.

Beautiful. The numbers from 0..31 fit neatly into 5 bits, so what we need is the last 5 bits of the block hash to determine our first potential winner.
I say potential, because I need to see if they are reachable, otherwise we need to pick another winner according to the rules.
The last byte of the hash is hex a2 which is decimal 162, and binary 1010 0010
.
The last 5 bits of that are 00010 , which is decimal ... this is hard ... ok, worked it out. It's 2 in decimal. So our first winning candidate is the very lucky ...
