YEREVAN, October 15 - Sputnik. Artsakh President Arayik Harutyunyan signed a decree imposing certain restrictions on the right of free movement in the territory of the Republic of Azerbaijan, at the same time establishing a special regime for the withdrawal of Azerbaijani citizens from Artsakh.
President Harutyunyan wrote about this on Facebook, stating that the decree was based on the provisions of the law of the Artsakh Republic "On the legal regime of martial law."
"The exit from the territory of the Artsakh Republic is restricted for the citizens of the Republic of Azerbaijan subject to conscription. It is allowed only in special cases, in case of having a passport issued by the barracks. "Pareti is also authorized, if necessary, to define certain conditions of persons, entry (exit) of certain areas of the Republic of Azerbaijan, conditions of" movement "in those areas," the President of the Republic of Azerbaijan comments.
A barracks was set up in Artsakh to lead the process, and Karen Sargsyan, the director of the State Emergency Service of Azerbaijan, was appointed barracks.
