The General Elections Commission Restricts Access to Political Party Information Systems

The results of Bawaslu's supervision noted that the "Political Party Information System" belonging to the General Elections Commission was considered to be still less than optimal as a tool for verification of the administration of political parties as candidates for the 2024 election.

Based on the provisions of Article 180 paragraph (1) of Law Number 7 of 2017 concerning General Elections, the General Elections Supervisory Agency supervises the verification of political parties as candidates for election contestants carried out by the General Elections Commission. The General Elections Supervisory Body cannot carry out activities to monitor applications on the 'Political Party Information System'

a. There has been a change in circumstances for accessing the Political Party Profile Menu in the 'Political Party Information System'. The General Elections Supervisory Body is currently unable to view and download documents on this menu, which was previously able to be done by the General Elections Supervisory Agency.

Menus that cannot be accessed by the General Elections Supervisory Body include:

(1) Certificate of Political Party Emblem;

(2) State Gazette of the Republic of Indonesia;

(3) Political Party Notary Deed;

(4) Articles of Association and Bylaws of Political Parties.

This has an impact on not being able to supervise the examination and matching of uploaded documents with the data entered in the 'Political Party Information System' belonging to the General Elections Commission.

b. Access to the Administration Verification Menu is not opened, which displays the description of points that are used as references in the administrative verification process (checklist entry). This has an impact on not being able to supervise the administrative verification indicator points.

c. There has been a change in circumstances for accessing the progress reports of political parties. Bawaslu is currently unable to check the progress of data entry and political party registration documents in the 'Political Party Information System', which previously could be done by the General Elections Supervisory Agency.

d. There has been a change in circumstances for accessing the Political Party Membership submenu. The General Elections Supervisory Board is currently unable to view and download the Identity Card and Political Party Membership Card documents, which previously could be done by the General Elections Supervisory Board. This has an impact on not being able to observe the completeness of the uploaded Identity Card and Political Party Membership Card documents and the problem of inventorying potential "Unqualified" membership based on work cannot be carried out.

e. There are often problems with access to Sipol with the appearance of error codes 401, 500, 501 and 502. These error codes indicate that access restrictions occur. The General Elections Commission still restricts access to the General Elections Supervisory Body to oversee the "Political Party Information System".

The election watchdog noted that the "Political Party Information System" had a problem by displaying a 500 error code which means "There seems to be an error", and 502 'Bad Gateway' error, and a 401 code which means "The page you are looking for cannot be accessed".

f. There is no access to the "Political Party Information System" generated raw data belonging to the General Elections Commission in excel form for the management and membership of Political Parties. This has an impact on the non-optimal supervision to observe the fulfillment of political party membership requirements.

Due to the above problems, Bawaslu reminds the General Elections Commission to open access to the "Political Party Information System" as a whole so that the General Elections Supervisory Body can carry out its supervisory duties to the maximum by opening several features including:

a. Open access to view and download documents on the Political Party Profile menu.

b. Open access to view the Administrative Verification menu.

c. Open access to view the Reports menu.

d. Open access to view the document upload submenus of Identity Cards and Identity Cards of Political Parties.

e. Provided generate raw data menu in "Political Party Information System".
