1. Election Oversight Citizens Forum

The Election Oversight Citizens Forum is an effort to increase public participation in election supervision. This kind of guidance is needed by election supervisors in order to increase public participation in election monitoring.

Election supervisors can identify the citizen forums in the community, then election supervisors can attend the agendas in the citizen forums by conveying materials for monitoring the implementation of elections so that it will increase public awareness to be involved in election supervision.



2. Participatory Election Supervisory Movement

Political participation which is the embodiment of popular sovereignty is a very fundamental thing in the democratic process. One of Bawaslu's missions is to encourage participatory civil society-based supervision. Community involvement in election supervision must first go through a process of socialization and transfer of knowledge and skills in election supervision from election supervisors to the public.

Prior to increasing public participation in election monitoring, the big challenge that Bawaslu also faces is to build public political awareness. Public awareness of the sovereignty possessed in the democratic process is in fact still low. One of the triggers for this low awareness is the lack of people's knowledge about democracy, elections and election monitoring.

On the other hand, it must be acknowledged that, based on the evaluation, Bawaslu has not maximally provided this information to the public. The results of the supervisory work, election law enforcement and dispute handling carried out by Bawaslu have also not been properly documented and inventoried. It's not just the media or the medium for delivering the information that is limited. Access for the public to obtain such information and knowledge is also very limited.

Therefore, a strong collaboration between Bawaslu and the voting community is needed. Community groups that pay great attention to the implementation of an honest and fair election communicate intensively with Bawaslu. This increased collaboration between Bawaslu and civil society groups is the key to increasing community participation.



3. Movement of a Million Volunteers for Election Supervisors (GSRPP)

The National Working Group (Pokjanas) of the Movement for a Million Volunteers for Election Supervisors (GSRPP) assessed that election crimes in the April 9 2014 legislative elections were more daring to involve voters, election participants and election organizers. Therefore, Bawaslu and law enforcers (police and prosecutors) are asked to take firmer action against the perpetrators of these crimes.



4. Participatory programs through social media management

Social media is a tool and not a substitute for activities in the real world. The presence of social media can be seen as a means of communicating in the office instead of telephone or disposition paper. Social media as a new medium and technology provides a means for users and still does not eliminate its main activity, namely communication between users.

Interaction on social media also widens the reach of uploaded content. The distribution of that content is not only locally or in certain language areas but also transcends geographic boundaries and is consumed by other users in different parts of the country.

In using social media for the Bawaslu campaign, the evaluations are:

(1). Social Media Rating Standard

a. Availability of social media accounts for all platforms

b. Availability of data on the number of group members and followers on all social media platforms

c. Availability of content or information to be shared on social media

(2). Narrative Report Preparation

a. Preparation of reports on the activities of the Monitoring Corner on a regular basis (quarterly)

b. Final report

(3). Public Publication

Publish the name of social media accounts in every face-to-face forum and Bawaslu publication



5. Surveillance Corner

In order to carry out the mandate to increase public participation in election supervision, Bawaslu must first increase public knowledge, not only about the implementation of elections, especially regarding election supervision. It must be admitted, the level of public political knowledge is increasing day by day. However, this is not accompanied by knowledge of election supervision and the enforcement of election justice.

For this reason, Bawaslu must be present and get closer to the community, not only to instill knowledge about how to safeguard democracy, but also to build awareness of participatory supervision. The presence of this book is as a guide for election supervisors throughout Indonesia to provide learning spaces for the community to gain knowledge and awareness of election supervision.

The Supervision Corner is a place for interaction between all levels of society and Bawaslu in the context of realizing a clean, honest and fair election and election. In this place, people can also discuss about elections and democracy. It doesn't have to be only in a formal atmosphere, it can be while having coffee or tea. Because, usually the most important information actually emerges from informal situations.



6. Real Work Lecture (KKN) Thematic Election Supervision

Bawaslu initiated the regional head election supervision program (pilkada) and the election into a real work college program (KKN) and university student internships. This idea will be followed up by collaborating with universities. With this election monitoring KKN, students can become participatory election supervisors as well as election supervisory apparatus.

Target:

First, of course, is the socialization of the 2019 General Election, because the General Election is a national agenda, so we are all responsible for making it a success.

Second, namely to encourage the level of community participation, both in terms of channeling their voting rights and supervising the stages.

Third, KKN participants are expected to participate in supervising the election process in their respective regions, of course by communicating with our ranks (Bawaslu) at the sub-district level.



7. Thamrin 14 Charter

The Conflict Free House on Monday (12/2/2018) collaborated with the Pemred Forum, the General Election Commission (KPU), Bawaslu (Election Supervisory Body) and the Election Organizing Honorary Council (DKPP) to declare the Thamrin 14 Charter.

(1). Build the commitment of election organizers and participants, the press and all elements of the Indonesian nation to carry out elections that are free from horizontal and vertical conflicts that can damage national integration and election integrity.

(2). Protect every Indonesian citizen from all potential and destructive conflicts, both latent and open conflicts in the implementation of elections.

(3). Promoting the noble values ​​of Pancasila, cultural diversity and socio-political plurality as an effort to prevent destructive conflicts in the administration of elections.

(4). Increase public participation proportionally and intensively in prevention and mediation as well as conflict mitigation in the implementation of elections

(5). Conducting public campaigns to reject the practice of money politics as part of voter awareness to avoid transactional politics in elections.



8. Saka Adhyasta Election

The formation of the Saka Adyasta General Election in welcoming the 2018 Legislative and Presidential and Vice-Presidential Elections is an important milestone for the Scout Movement's participation in upholding the implementation of Indonesian democracy.

The establishment of the Election Adyasta Saka plays a role in overseeing the implementation of elections so that they run freely and fairly by reporting alleged election violations to the election supervisor. The establishment of the Election Saka Adyasta plays a role in supervising the implementation of elections so that they run freely and fairly by preventing the practice of election violations. The formation of Saka Adyasta is expected to be a pioneer and inspiration for the nation's youth to participate in election supervision.

It should be noted that the Adhyasta Elections Scout Work Unit (SAKA) is one of the participatory monitoring programs established by Bawaslu with the following objectives:

a. Increase public participation in election monitoring;

b. Creating Free, General, Direct and Secret Elections;

c. To become a democratic school for Scout members in the field of election supervision;

d. Provide special education on election supervision for Scout members.



9. Villages Reject Money Politics

Please note, in December 2017, the Bawaslu of Magelang Regency first launched the Anti-Money Politics (KAMP) Village in Sawangan Hamlet, Sawangan Village, Sawangan District. Then, February 2018 continued with the establishment of KAMP in Pandeyan Hamlet, Deyangan Village, Mertoyudan District and APU Village in Somoketro Village, Salam District ahead of the 2019 General Election.



10. Participatory Supervision Cadre School (SKPP)

The Participatory Supervisory Cadre School (SKPP) is a Bawaslu program which was later included as President Jokowi's flagship program and priority program which was held at 100 (one hundred) points and involved 10,000 (ten thousand) participants. SKPP is implemented when there is no election stage, because for socialization the purpose of which is prevention in the hope of increasing public participation in supervising the election.

Bawaslu wants to develop SKPP so that it can become a crater for Candra in front, to produce supervisory cadres of national cadres who understand election supervision and carry out election supervision with Bawaslu and focus on their respective worlds. SKPP is not just an ordinary activity, but in recruitment there are high standards including considerations for maintaining diversity in this republic. Considerations of regional origin, organization and religion are maintained. Then Bawaslu also specifically encourages friends with disabilities and indigenous groups.
