BACKGROUND
Public relations governance in government institutions has special arrangements in terms of coaching. This coaching point of view includes the mechanism for strengthening human resources. The problem is, there is a gap between work competence and performance between the central government and regional public relations.
This basic need is very constitutional in accordance with the 1945 Law, Article 28 F states that everyone has the right to communicate and obtain information to develop their personal and social environment, and has the right to seek, obtain, possess and store information.
This is also confirmed in the derivative rules in Law no. 14/2008 concerning Openness of Public Information which states that it guarantees the right of citizens to know plans for making public policies, public policy programs, and public decision-making processes, as well as the reasons for making a public decision.
If traced to other situations, election monitoring institutions expand the meaning of public relations between government institutions. This is explained in the regulation, the Minister of State Apparatus Empowerment Regulation and Bureaucratic Reform Number 30 of 2011 concerning General Guidelines for Public Relations Governance in Government Agencies.
Even so, the General Elections Supervisory Agency has just confirmed the substance and details of the work of Public Relations at the central level. The special division of work such as in the GENERAL ELECTION SUPERVISORY AGENCY has not been implemented for the ELECTION SUPERVISORY AGENCY at the Provincial Level or the GENERAL ELECTION SUPERVISORY AGENCY at the Regency/City level.
The Bawaslu regulation which regulates the General Election Supervisory Body Regulation Number 1 of 2021 concerning the Organization and Work Procedure of the General Election Supervisory Body Secretariat, Provincial General Election Supervisory Body Secretariat, Regency/City Election Supervisory Body Secretariat, and District Election Supervisory Committee Secretariat.
In strengthening public relations work at Bawaslu, Perbawaslu regulates two public relations sections, namely the Public Relations and Media Relations Section and the Bawaslu News and Documentation Section. Because of the division of work units, the GENERAL ELECTION SUPERVISORY AGENCY divides the work that distinguishes public relations at Bawaslu from those of other government agencies.
The PR referred to in the Perbawaslu focuses on public relations work in building relationships with the community, which means that all two-way communication between the GENERAL ELECTION SUPERVISORY AGENCY and the community is the responsibility of public relations.
On the other hand, public relations takes on the role of two-way communication between Bawaslu and the media without exception. Thus, all media have certainty in any communication. So, almost the work in the socialization division at the old Bawaslu was taken by the Public Relations and Media Relations Division at this time.
Due to changes in the arrangements, working methods, and technical socialization of the new PR work from the GENERAL ELECTION SUPERVISORY AGENCY. Therefore, it is very important to carry out monitoring and evaluation of public relations performance in the Public Relations of the Provincial General Election Supervisory Agency and the Public Relations of the Regency/City General Election Supervisory Agency.
Legal Basis of Activities for Monitoring, Evaluation, and Socialization of Public Relations and Media Relations in the GENERAL ELECTION SUPERVISORY AGENCY
1. Law Number 7 of 2017 concerning General Elections;
2. Presidential Regulation Number 68 of 2018 concerning Positions, Duties, Functions, Authorities, Organizations, and Work Procedures of the Secretariat General of the General Elections Supervisory Agency, the Secretariat of the Provincial General Elections Supervisory Body, and the Secretariat of the Regency/City Elections Supervisory Agency;
3. Bawaslu Regulation Number 7 of 2019 concerning the Organization and Work Procedure of the Secretariat General of the General Elections Supervisory Agency, the Secretariat of the Provincial Election Supervisory Body, the Secretariat of the Regency/City General Election Supervisory Body, and the Secretariat of the Subdistrict General Election Supervisory Committee;
4. Regulation of the General Elections Supervisory Agency Number 1 of 2021 concerning the Organization and Work Procedure of the Secretariat General of the General Elections Supervisory Agency, the Secretariat of the Provincial Election Supervisory Body, the Secretariat of the Regency/Municipal Elections Supervisory Body, and the Secretariat of the Subdistrict Election Supervisory Committee;
5. Regulation of the Minister of Finance of the Republic of Indonesia Number 190/PMK.05/2012 concerning Payment Procedures for the Implementation of the State Revenue and Expenditure Budget;

The objectives of the activities of Monitoring, Evaluation, and Public Relations Dissemination at the Provincial ELECTION SUPERVISORY AGENCY are:
1. Deliver the public relations program implemented by the GENERAL ELECTION SUPERVISORY AGENCY in 2020 to 2021;
2. Submitting the public relations instrument of the GENERAL ELECTION SUPERVISORY AGENCY to get responses to problems and potentials;
3. Consultation and technical guidance on public relations for the GENERAL ELECTION SUPERVISORY AGENCY
Implementation of Activities in the context of Monitoring, Evaluation, and Socialization of Public Relations and Media Relations
1) The Program for Monitoring, Evaluation, and Socialization of Public Relations and Media Relations at the Provincial Election Supervisory Body is divided into three parts, namely pre, during, and post activities.
2) This pre-activity activity begins with a staff meeting to prepare for Monitoring, Evaluation, and Socialization of Public Relations and Media Relations of the Provincial Election Supervisory Body.
3) The conclusions of this preparatory meeting include:
a. The activities were divided into exposure to the Public Relations and Media Relations program of the Provincial Election Supervisory Agency,
b. the question of the Public Relations and Media Relations instrument of the Provincial Election Supervisory Board,
c. deepening the answers of Public Relations and Media Relations of the Provincial Election Supervisory Board,
d. and consultation and guidance on Public Relations and Media Relations of the Provincial Election Supervisory Body;
