Between Windev, Windows Phone and QR Code mobile applications what is better for use?

Previously people use to scan QR codes with applications like Windev, formerly known as Windows CE or Windows Mobile but this will force you to use the terminology of Windev to develop a program that could be installed on the terminal, later either you get pieces of information from this terminal to Sage. It is known that the SDK of Ciel is read-only so you could not use a typology to link without passing by their software for linking the application.
Previously it was Windows Phone technology that also discontinue having new releases but nowadays there are a lot of applications for scanning QR codes and then after installing it from the play store it is possible to link your smartphone to the PC for the scanning of QR codes instead of developing a terminology.
Like you could install Sage on your mobile phone and link to the network that is also linked to your PC and do the scan of the QR Code with your mobile phone.
Being limited only to Windev could let you only limited on old technologies and this will not work as expected as there are new QR Code readers that could be linked by USB to your mobile phone without this hassle of reading the QR Code of the product and maintaining your stock up to date.
If you could say that a mobile phone is for communication you could buy a mobile phone just for the purpose of scanning QR codes for merchandise in other departments or use the QR Code reader that uses Wifi technology for transfer of the information so the life is simple.
