I've seen this scooter parked in this spot for quite a few weeks now. It's pretty run down! There's lot of rust on the metal body and the seat is ripped in multiple places. I don't know if the owner has just dumped it in this parking lot or if he/she is planning to repair and use it. Do you think this is salvageable?

As long as the engine is good it could still be repair by a good mechanic. Its body can be reconditioned too .
