5. Benimaru

As i see Shinra can't keep up with him cause he's strong enough.
It is highly unusual for a fire soldier to have two ignition abilities, but that is indeed the case for Benimaru Shinmon, the captain of the 7th company. He resides in Asakusa, a traditional place, and he is adept at using his diverse powers to defend it from Infernals of any caliber.
With second-gen and third-gen abilities alike, Benimaru can move with extreme speed, resist any flame attack, create ultra-destructive fireballs, and much more. Not even Shinra and Arther Boyle fighting together can take him down.
4. Shos ability
Severed Universe
This is Shinra's younger brother,his abilities are superior than kusakabe.
Sho may be the younger Kusakabe brother, but that does not mean he lags behind Shinra. In fact, his abilities are superior, and the white-clad cult is making the most of that fact. Sho is one of the Pillars, and he even has the Adolla Link.
Sho's Severed Universe ability cools the entire universe immediately around him, and if atoms are robbed of all energy, they hold still, and time freezes with them. This allows Sho to slice his enemies apart with impunity, a power similar to DIO's Stand, The World.
3. Princess Hibana

She's better off in a lab,she can heat the air and cause dizziness which affect shinra in their battle
In practice, Princess Hibana is held back by her somewhat delicate constitution and her relative lack of combat experience. She's better off in a lab, where her sharp scientific mind can work wonders. Still, her ignition ability is an effective one.
Hibana has a flower theme, and she can easily conjure devastating flower-shaped fireballs that can blast apart any foe with ease (as befitting her rank of captain). If that weren't enough, she can heat the air and cause dizziness and weakness in her opponents by inflicting heat syncope on them. It worked pretty well on Shinra, at least.
2. Charon
As you see he's strong enough he can strengthen himself which is good.
Charon is a member of the Cult of the Ashen Flame or the white-clad cult. He is often seen alongside Haumea as a big brother figure, and he is just as tough as he looks. Charon is a sec0nd-gen pyrokinetic, as Shinra soon realized, and he puts that ability to good use.
On his own, Charon doesn't emit a single spark of fire. Instead, he will absorb the fire energy of his opponents without taking any damage. Once he's got that energy, he can strengthen himself with it and launch devastating punches and kicks, making him nigh-unbeatable when facing a flame-based enemy.
1. Leonard Burns

He's the most strongest captain in all squad.
The captain of company 1 is none other than Leonard Burns, and he was there when the Kusakabe household went up in smoke. He is a tough older man who isn't afraid to spar with the novice fire soldiers to give them some hands-on experience.
Leonard can easily take on Shinra and Arthur without taking a scratch. His Voltage Nova ability heats his body and grants him awe-inspiring strength, and he can deflect most ignition abilities with his bare hands alone. Not just anyone can swat aside Excalibur like that.
