All you need do is to negotiate the price accept the job and collect may be like half of the agreed amount. Then move over to freelance website like fiver,freelancer, truelancer or up skill. Post the web design job and set it at a budget lower than what you charged you client. Let say you charged you client 150$ dollars for the site,you will post the job on the desired freelance website at 100$ .
So you get to keep 50$ and let someone do the job and you deliver it to your client. You can replicate this for all types of service ass you like..
