What are the good qualities of an Engineer manager? 

Obviously, an Engineer Manager is someone who can lead a team and someone who can handle their work.

Successful Engineer Manager is also someone who’s technical to make a better recommendation and trade off, this person should also possess a good communication ability because a good Engineer Manager should be able to hold a conversation with their superiors and can also back up their words with  behavior to be an example with everyone around them, with the communication ability it is likely to also have the Emotional Intelligence to know and understand how others feel because it is the job of a manager to spend time with their members to improve efficiency.
