Should Twitter compensate those who were recently deceived?

We all know that recently there was an attack by hackers and scammers on the platform and they were able to deceive a large number of investors
I think Twitter is responsible for this because of the poor security on the site
In your opinion, who is responsible for this, and should the affected people be compensated?
