Rules for collecting licensed firearms (for Bangladesh)

Several firearms shops can be seen in different parts of the country, especially in Dhaka. However, no one can buy firearms from these shops. Again those who can purchase, they cannot carry it directly after purchase. For this you have to collect firearms license.

Those who are licensed: Under the current Arms Act of 18 and Arms Rules of 1924, licenses for prohibited bore firearms are issued to military / civilian / other persons subject to the following conditions.

Conditions: 
1. Anyone can apply for a maximum of two firearms licenses - one long barrel (gun / shortgun / .22 bore rifle) and one short barrel (NPB revolver / pistol).
2. The age condition of the applicant should be minimum 30 (thirty) years in case of barrel firearms and minimum 25 (twenty five) years in case of long barrel.
3. The applicant must be an income tax payer. In case of industrialists / prominent businessmen, a minimum income of Rs. 2.0 (two lakhs) per annum has to be paid. 
4. The applicant has to have a favorable police report.
5. All types of unlicensed bore licenses are issued by the concerned Deputy Commissioner. However, in the case of issuance of pistol and revolver licenses, the District Magistrates will conduct a personal interview with the applicant and verify the actual requirements and send the revolver / pistol license to the Ministry of Home Affairs for prior approval. Other long barrel weapons are licensed by the district magistrate. Firearms licenses are issued to Deputy Secretaries of Government and above, Major and above officers of the Armed Forces and officers of equal rank subject to the fulfillment of the required conditions.

. The process of handing over firearms in favor of the heirs due to old age / death was completed by the concerned District Magistrates. In this case Death Certificate, Warrant Certificate, Nadabi Affidavit, Favorable Police Report, Age Proof Certificate etc. are required on the stamp of Rs. 150 / - (One Hundred and Fifty) by the licensee / heirs.
. Collection / purchase of new weapons, replacement of non-repairable / defective weapons, change of type of weapon (subject to permission). However, firearms cannot be sold within 5 (five) years of registration in the license.
. A licensee is required to record the weapons in the license by presenting the purchased weapon to the licensing authority within 6 (six) days of the purchase of the weapon. 
9. If the applicant is a person covered under the Army Act (Military Officer), he can apply on the recommendation of the appropriate authority through the concerned District Magistrate of his permanent residence.
All applications for firearms license have to be submitted to the concerned district magistrate. Firearms license fee is applicable for one time. However, the license renewal fee has to be renewed by December 31 every year by depositing it in the JM branch of the district magistrate through treasury invoice. The concerned district magistrates can renew till January 31 without penalty. If the license is to be renewed after that period, the license can be renewed subject to payment of penalty. Note that The amount of the fine is equal to the amount payable on the original license. Officers and members serving / retiring in the Armed Forces can renew their firearms license from the District Magistrate nearest to their place of work / current residence. You can renew your firearms license through Cantonment Executive Officers with the powers conferred by law. However, the license issuing authority (concerned district magistrate) must be informed about the renewal. Civil servants / employees may renew their firearms license from the District Magistrate nearest to their place of work / current residence due to transfer or retirement as a Republican employee. Information on such renewal must be communicated to the Licensing Authority (concerned District Magistrate). In accordance with Rule 50 of the Arms Rules, Chapter – III of 1924, If any person applies for transfer of firearm license, it will be disposed of regularly by the district magistrates. However, in this case, the license issuing authority must have no objection.
