Samatat is an ancient geographical unit of south-east Bengal. The name is descriptive, not racist. Evidence of its unique existence has been found since the time of Samudragupta (four centuries). Allahabad is praised as a remote state on the eastern border with Dabak, Kamrup, Nepal and Kartarpur. It is mentioned in the Brihatsanghita (sixth century) as a separate district from Bengal.

During his travels to Bengal in the 7th century, Hiuen Tsang narrates that he crossed 1,200-1,300 li (about 350 km) south from Kamarupa (eastern Assam) and reached Samatat (San-mo-tat-a), which had a circumnavigation of about 3,000 li ( About 600 km). The town was situated by the sea, low and humid. He painted a picture of the capital of Buddhist culture, Samatat, with an area of ​​20 li (about 5.5 km).

Later, E-Tsing provided more information about Samatat's location. He mentions that Rajbhatta was the ruler of Samatat when the Chinese Shramana Sheng Chi visited the region in the second half of the seventh century. This Rajbhatt is known as Rajarajbhatt of the Kharag dynasty. The capital of Raja Rajbhatta (Jayaskandhabar) was Karmantabasak, which has been identified with Barakanta near Comilla. The king is referred to as 'Samatateswara' in the copperplate of Sridharan Rat, recovered from Kailan, 6 km south-west of Comilla town, whose capital was Devparbat. It was also the capital of the Dev dynasty, the ruler of the region in the 8th century. Samatata and Devparbat are also mentioned in the copperplates of the Chandra kings in the tenth century. It is now beyond doubt that Devparbat was associated with the ruins found at Lalmai Hills and Mainamati. The land donated near the Mehar (14.5 km southeast of Comilla) by the Mehar copperplate of Damodardev in the thirteenth century was included in the Samatata Mandal.

Therefore, it is now possible to say with certainty from the inscriptions, Chinese descriptions, and excavated ruins at Lalmai-Mainamati that Samatat was located in the Comilla-Noakhali plains east of the Meghna. It also included the hilly region of Tripura (Otbi-Khand division of Samatat) to the east and the archipelago at the mouth of the Meghna to the south. It extends from the mountains and haors of the Sylhet border in the north to the Bay of Bengal in the south and from the hilly plateaus of Tripura and Arakan in the east to the Meghna (confluence of the Padma-Meghna-Brahmaputra) in the west.

Samatata played an important role in the history of the region from the 4th to the 13th century. Minhaj probably meant Samatat by his ‘Saknat / Sankat / Sankanat’. According to Minhaj, Lakshman Sen's associates fled from Nadia and took refuge in 'Banga' and Samatata.
