The first plan to set up a nuclear power plant for the development of nuclear power in Bangladesh was adopted in 1971. After examining the feasibility of setting up this project, Rooppur in Pabna was selected as the project site in 1983. The Government of Bangladesh adopted the Atomic Energy Plan in 2001 [1] and on June 24, 2006 the government took the policy decision to set up nuclear power plants to solve the power problem in the country. [2]

In 2009, the Bangladesh government started negotiations with Russia for the construction of a power plant and on 13 February of the same year, a Memorandum of Understanding (MOU) was signed between the two countries for the construction of a nuclear power plant. It also signed a memorandum of understanding with Bangladesh, the United States, France and China on conducting peaceful nuclear activities. The Ministry of Power, Energy and Mineral Resources of the Government of Bangladesh and the Power Development Board are involved at the local level.

On February 2, 2011, Bangladesh and Russia signed an agreement with the State Atomic Energy Corporation (RASATOM) to set up a nuclear power plant at Rooppur in the southwestern Pabna district of the country. According to the agreement, Russia will build two nuclear reactors to generate 2,000 megawatts of electricity, and the project is scheduled to be implemented in the next five years. On May 29, 2013, the Prime Minister announced the construction of a second nuclear power plant on an island in the southern part of Bangladesh.
