Security is an important factor the community demands, if one's money and rights are not safeguarded in a community they live in, what is the purpose to be a part of such a community?
If the rights of the people and their assets are not protected then it can be anything but a civilized society. So the security is the most major step in building a true society.
Peace
Peace is another important aspect, if there is chaos then the society can not thrive. So, to build a society that is happy and can last the test of the times, we need to bring peace to society.
To bring that peace we need to have a mechanism of providing security to its residents and have a justice system in place for those who deny it.
Prosperity
When the people will be living together and will have interactions and see things around they need to trade them and for that, a mechanism to provide jobs, and setting a cycle in which the economy can float and everyone can have its due share according to their efforts.
Prosperity can bring life to the society, if the society is within the desert and still have the right mechanisms in place, it will not be an ordinary society, but an oasis to life.
