For all intents and purposes, Elon Musk essentially already owns Twitter. Yes, the board and the shareholders can decide to not accept Musk's tender offer to outright buy the company, as he has proposed. But ultimately it does not stop the takeover. Musk has the money to buy as many shares as he wants to, and at some point he will have a high enough percentage of the company in his pocket that he will essentially pull the strings even if he is not in the CEO's office or sitting on the board. The entire thing is going to be very interesting to watch how it develops going forward, and once Musk does take the full reigns of the company, what changes will come about as a result of that. If he insisted to take over the twitter world, he must have the bright idea for upgrading it. Money control
He has cited quite a few changes he would like to see. Even as the largest shareholder of the company now while he cannot directly instruct the board, he can certainly influence them.

It would definitely make Twitter a much better place. Might even become a $100 billion company.

That would be interesting. I am old enough now that I realize that with great money (power) comes great responsibility, and as I've never been all that committed to the responsibility side of life, I'd like just enough money to not have to worry about money any more.
I honestly think the Twitter board will sell, like you said Musk can keep buying shares and launch a hostile takeover of Twitter but as they approached him to join the board I think they will agree to let him buy the company. I do think the Twitter board may push the price a little higher but I think in the end they will happily sell.
