Baptism is required of God to those who knows God's Love, They are sinners and they are repentance of the sin

* Acts 2:38  Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.

Anything that we have to do in the name of Jesus must be done in faith, that is the requirement of the scripture. You must be baptised in faith, without faith you cannot please God

* Hebrews 11:6  But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him.

You must have Faith and be repentance, that is the two required things that we need to please God

* Acts 8:36-38  And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized?

And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God.

And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him.

Faith cometh from hearing the word of God

* Romans 10:17  So then faith cometh by hearing, and hearing by the word of God.

You have to baptise a person who have heard the word of God, who understand that he/she is a sinner and has repentance of his/her sin.
