Rule of law as the name suggests has many connotations which when put together point to the prevalence of law and nothing else in a particular society. First rule of law connotes that everything in the governance of man in any society must be done according to the law this implies that both the government and the governed must always justify their actions in law. Whoever feels aggrieved over the conduct of government or its agencies or individuals can always go to the court of the land and seek redress second it connotes that government business should be conducted within the framework of recognized rules and principles to avoid dictatorial tendencies. Third the rule of law connotes equality of all citizens before the law so that each citizen has equal right to be protected by the law and at the same time has equal right to resist any infraction into his person and or interests in property. Fourth the rule of law connotes that no citizen should be punished for any offence except such offense is clearly contained in a written law and punishment duely prescribed. That is the purport of section 36(12) of the 1999 constitution of Nigeria.
