Kutadgu Bilig is one of the first works of Turkish-Islamic Literature written by Yusuf Has Hacib. The name "Has Hacib" is the title given to him by the state officials of that time. In the work, which was revealed in 1069/1070 AD, the behaviors and decisions that the statesmen played a role in the administration were narrated by considering them positively. In the work, the characteristics that should be in the people who are in the management position and lead a community are conveyed in a way to shed light on the future generations.

In this article, I will try to convey the competencies that leaders-managers should have and the behaviors they should play a role in while doing the job of management, which are included in Kutadgu Bilig.

Giving the job to the competent; Selecting and empowering people according to their merits. Choosing the people we will choose for a position and position not because they are close to someone or because they are the person who will do what we say, but because they are the competent person who has the competencies to be suitable for that position. To give importance to merit.

To consult their affairs; To be in the belief that his own ideas will not always be correct and accurate and to carry out his work in consultation with his team and competent people. Not trying to get their opinion approved in consultations. Being open to different ideas.

Sharing power, empowering; Do not concentrate the power in one person. Decision is a difficult. Dispersing decision makers and decision power. Concentrating power in certain person or persons is a threat to long-term success. To authorize and share authority with other members of the team.

Backup; To train talented people who can be replaced by important people due to leaving or changing their duties. It's a kind of backup. This is very important for continuity in success. To operate the talent management process properly in order to avoid gaps.

Not sticking to the seat; The leader is aware that the seat he has entrusted is not permanent. Being aware that one day the occupied office and the acquired powers will go away. It instills the same awareness in the team. Planning rotations in this context.

Communication-Style; It is very important to establish a solid communication between the manager and the managed. To be accessible and to be able to talk comfortably, to give this comfort. Being in a proper style in communication and never underestimating the other person and not looking down. To build discipline on respect, justice and love, not on fear.

The right to speak of the managed; In addition to consulting and communicating with the governed in their affairs, giving the governed a say in decision-making. Establishing a system where they can participate in the decision. In addition to being accessible, to ensure that they participate in decisions with proposals and suggestions.

not to be cruel; To comply with the rights and laws of the governed. To act fairly and to abide by their material and moral rights. To prevent injustices that may or may not be done as they should not act unfairly

Being open to criticism; Being open to different ideas and being able to discuss differences in an appropriate style. To be open to advice. To lay the groundwork for the criticism of decisions and to lead to new ideas. To question yourself constantly with criticism and to keep fit.

Honesty and reliability; To set an example with his words and actions. Its word is to be one in essence.

First of all, managers must behave properly and correctly. If they act right, the ruled will find the right path. If he acts with lies and bullying, similar qualities and behaviors will occur in the governed. It will be shaped according to the bottom and top. The rulers are the head, if the head is intact, the body will also be strong.

Kutadgu Bilig, who opposed the belief that everything done to protect his leadership and authorities or to reach that office is permissible, also emphasized that the managerial office is a place of trust and that the trust should not be lost.
