Preliminary works and development of nuclear infrastructure for the construction of Rooppur Nuclear Power Plant were started through the development project titled 'Performing Essential Functions for Establishment of Nuclear Power Plant'.
On 13 May 2009, the Bangladesh Atomic Energy Commission and the State Atomic Energy Corporation of the Russian Federation (Rosatom) signed a Memorandum of Understanding on "Peaceful Use of Nuclear Energy".
2010
On 21 May 2010, the Government of the People's Republic of Bangladesh and the Government of the Russian Federation signed a Framework Agreement on the "Peaceful Use of Nuclear Energy".
On 10 November 2010, a resolution was passed in the Great Parliament to construct the Rooppur Nuclear Power Plant.
In December 2010, the Director General of the International Atomic Energy Agency (IAEA), Mr. Yukia Amano, visited Bangladesh and pledged all possible assistance from the IAEA in the implementation of the Rooppur Nuclear Power Project.
2011
The IAEA Integrated Nuclear Infrastructure Review (INIR) mission was conducted on 9-15 November 2011 to assess the overall condition of Bangladesh's nuclear infrastructure.
On November 2, 2011, the Government of the People's Republic of Bangladesh and the Government of the Russian Federation signed an International Cooperation Agreement on the Establishment of the Rooppur Nuclear Power Plant.
2012
On 19 June 2012, the Bangladesh Atomic Energy Regulatory Act-2012 was passed.
2013
The Rooppur Nuclear Power Plant (Phase I) project was taken up on the basis of the signed International Agreement (IGA) and State Export Credit Agreement.
On October 2, 2013, the Hon'ble Prime Minister of the Government of the People's Republic of Bangladesh officially inaugurated the first phase of construction of Rooppur Nuclear Power Plant.
2014-2015
On 16 September 2015, the Atomic Power Plants Act, 2015 was promulgated with provisions for the establishment and management of the Operating Organization of Nuclear Power Plants.
Nuclear Power Plant Company Bangladesh Limited (NPCBL) was formed on 16 August 2015 to set up and operate the Rooppur Nuclear Power Plant and other nuclear power plants.
On 25 December 2015, the General Contract for Rooppur Nuclear Power Plant was signed to carry out the main phase of construction of Rooppur Nuclear Power Plant.
2018
On 10-14 May 2018, the INIR follow-up mission was conducted to review the progress in implementing the recommendations of the IAEA regarding the establishment of the necessary nuclear infrastructure for the construction of the Rooppur Nuclear Power Plant.
Site License of Rooppur Nuclear Power Plant was issued by Bangladesh Atomic Energy Regulatory Authority on 21 June 2017.
On July 26, 2017, a State Credit Agreement was signed between the Government of the People's Republic of Bangladesh and the Government of the Russian Federation for the completion of the main phase of the Rooppur Nuclear Power Project.
A meeting of the Joint Coordinating Committee (JCC) of the Russian Federation and Bangladesh on the implementation of the Rooppur Nuclear Power Plant project was held on 22 June 2017 in Dhaka. At the meeting, some important decisions were taken on the contract related to Spent nuclear fuel management, nuclear fuel supply and operation and maintenance related to the Rooppur nuclear power plant project.
2018
On 15 March 2017, Bangladesh and the Russian Federation signed a Memorandum of Understanding (MoU) on "Mutual Assistance in Returning Spent Fuel from Rooppur Nuclear Power Plant to Russia".
In April 2016, the Governments of Bangladesh and India and the Global Center for Nuclear Energy Partnership (GCNEP), the Atomic Energy Organization of India, the Bangladesh Atomic Energy Commission, and the Ministry of Science and Technology signed a Memorandum of Understanding on the Peaceful Use of Nuclear Power.
On July 3, 2016, Director General of the International Atomic Energy Agency (IAEA) Ekiya Amano visited the Rooppur Nuclear Power Plant construction project area. At the time, he expressed satisfaction that the center had followed all international standards. A cooperation agreement was signed with Bangladesh and the Russian Federation on August 30, 2016 to return the spent fuel of Rooppur nuclear power plant to Russia.
The Design and Construction License of Rooppur Nuclear Power Plant was awarded by the Bangladesh Atomic Energy Regulatory Authority in favor of the Bangladesh Atomic Energy Commission through a ceremony on 4 November 2018.
Hon'ble Prime Minister inaugurated the first concrete casting of Unit No. 1 of Rooppur Nuclear Power Plant on 30 November 2018.
