Almost all institutions are involved in the implementation of the law so that it would take time for leaders or managers to resolve problems together. While there is always a good intent of the law, there are many crooks who find ways to drain the fund just like the Philippine Health Insurance whose top level managers are accused of corruption and in cohort with legal hospitals to fraudulently claim benefits. But no matter how more difficult the structural moral dilemmas, they should be done properly as some could be sacrificed especially the individual or organizational welfare.
