Biden makes a historic announcement about the release of oil reserves.
(CNN) President Joe Biden announced an unprecedented release of oil from US reserves on Thursday, as well as various steps his government is taking to punish oil firms for failing to increase output from underutilized federal land leases.
The measures are intended to lower gas costs while also putting pressure on oil firms to expand supply. Biden's bold move, which he announced from the White House, addresses a developing political dilemma months before the November elections.
"Because of (Russian President Vladimir) Putin's activities, our prices are rising. There isn't enough to go around. And the basic line is that we need more oil supply right now if we want lower gas prices " Biden stated the following.
"Your family budgets to fill a tank — none of it should rest on whether a despot declares war," the President remarked.
A total of 180 million barrels of oil would be released. As US and worldwide oil production cranks back up following the coronavirus outbreak, the President suggested it will serve as a "wartime bridge." Officials declined to disclose whether other countries were also releasing barrels from their stocks. The move was made in conjunction with US partners overseas, notably in Europe.
"Our combined efforts will provide well over a million barrels of oil per day. Nations are banding together to prevent Putin from using his energy resources to target American families and democracies throughout the world " Biden stated the following.
When oil prices are lower, the US will restock barrels in the reserve, according to the President, which might help to further incentivise production in the future.
Officials, however, refused to indicate how quickly or by how much petrol prices might fall as a result of the announcement. They also stated that they would not be concerned with "urgent short-term price swings" in the oil market. Instead, they stated that their purpose was to alleviate a supply shortage caused by Russian oil exiting the market, adding that this would benefit American consumers.
The President urged energy firms against profiteering from the situation.
"No American corporation should profit from a pandemic or from Vladimir Putin's activities at the expense of American families. That is what they should do with their profits: invest them in production and innovation. Invest in your clients " Biden stated the following.
The President stated that the second part of his plan to combat rising prices is to achieve long-term energy independence for the United States.
"Finally, we and the rest of the world must reduce our reliance on fossil fuels completely. Long-term security must be prioritized over energy and climatic vulnerability " Biden stated the following.
Biden announced earlier this month, in collaboration with other governments, a coordinated release of oil from the reserves. In November, he also released roughly 50 million barrels, which he said was the largest release from the reserve in US history at the time.
Neither move had a substantial impact on gas prices, which have continued to rise as a result of worldwide restrictions on Russian energy exports.
The US utilizes about 20 million barrels of oil each day, whereas worldwide usage is over 100 million barrels. Biden's planned releases would increase the amount of oil available on the global market, potentially lowering prices.
"Make firms pay fees on wells from their leases that they haven't utilized in years and on acres of public lands that they are hoarding without producing," the President is reportedly requesting, according to one official. For months, the Biden administration has publicly disputed the notion that regulations are preventing oil companies from increasing domestic output, citing millions of acres of property with authorized oil and gas production permits.
"Corporations that are producing from their leased acres and existing wells will not face additional fees," according to a White House information sheet, "but companies that continue to sit on non-producing acres will have to choose whether to start producing or pay a fee for each non-producing acre."
Biden will also issue an order to use the Defense Production Act to boost domestic production of crucial minerals used in battery manufacturing for electric vehicles and long-term energy storage.
Critical minerals such as lithium, nickel, graphite, cobalt, and manganese have now been added to the list of items covered by the 1950 Defense Production Act, a Korean War-era law that allows the President to use emergency authority to place large orders of a specific type of product or expand productive capacity and supply. It will enable the administration to promote the extraction and processing of these vital minerals, which are required for a sustainable energy transition.
According to the White House, the Department of Defense will carry out this responsibility in conjunction with indigenous people and in accordance with strict environmental, labor, and community standards.
