CITY COUNCIL MEETING ANALYSIS

It was Tuesday, January 21 2020 in the afternoon around 2:00 PM it's our turn to observe a session meeting at the city hall. The meeting is about to start then i was shook that different councilor arrives and also the vice mayor of Roxas city, Erwin “Nonoy” Sicad. before the session start there is an opening Prayer so it well be blessed which leaded by Hon. Midelo D. Ocampo then after that they proceed on Roll Call and Declaration of Presence of a Quorum and only 9 out of 11 (12 if Vice mayor is Included.) are present in the session meeting and those are Jericho Allan Celino, Midelo D. Ocampo, Dr. Cesar Yap Jr., Trina Ignacio, Moreno Gonzaga, Lawyer Albert Gregory Potato, Lawyer Paul Ivan Baticados, and Corazon Tiangco. The planning process started on Reading and Referral of Proposed Ordinances and Resolutions, petitions, Letters, and other Communication. The first is councilor Midelo D. Ocampo1, his ordinance is for the financial and insurance of barangay Tanod’s in every barangay of Roxas and raised their allowance into "200 pesos" monthly. The second councilor who read his ordinance is Moreno Gonzaga, his ordinance is all about the peace in order and sneaking smuggling contrabands in around barangay Cagay and Dinginan,. The third is Jericho Celino, his ordinance is also all about the financial assistants of those Tanod’s and monthly raised their allowance into "200 pesos" and for those aged people. The last and the fourth Councilor who read his Ordinance is Dr. Cesar Yap Jr. which all about the Prohibiting the Carrying and Possessing of Glass Bottled Products during Roxas City Fiesta Celebration on his ordinance stated that all glass bottled was banned and cannot be used during the celebration of fiesta in Roxas. Broken glass littered on streets is a significant public health hazard during season of revelry well that's a good idea so the risk of Danger be reduced. And registered business owners are not prohibited to sell glass-bottled products provided that the buyers should transfer the contents into non- glass containers before leaving the point of sales areas, and he also mention the outbreak about the N-CoV Also known as CORONA Virus in the Mass, that we don’t panic and stay calm and don’t forget to wash our hands and wear a mask for the prevention of virus. After they're all Proposed Statement only Jericho Celino ordinance approved and the other are being re- calendar. The decision and approval are on the committee chairman that Vice Mayor Erwin Sicad he is the one who represent the committee session. In the privilege hour/question hour the Vice mayor will get questions from the different councilor in the session, they will raise their hand if they dis-agree or may have some questions regarding to the ordinance. The Order of Business shall be prepared by the Secretary to the Sanggunian “Municapal Council.” Approved by the Floor Leader, and concurred by the Presiding Officer. The copy thereof shall be forwarded to all members of the sanggunian not less one day before the date of the Regular or Special Session. The Vice mayor still on the power because under the Local Government Code Section: 49 city Vice-mayor, of the sangguniang panlungsod; the municipal vice-mayor, of the sangguniang bayan; and the punong barangay, of the sangguniang barangay. The presiding officer shall vote only to break a tie. And in the section: 457 the Vice mayor is an integral part in the composition of the council and the Vice mayor is not mere spare tire or decorative position; he/ she is the head of administration of the legislative assemble.Those ordinances are really good to be implemented and approved by the Presiding officer which the city Vice mayor Erwing Sicad. Because every ordinance of different councilors of Roxas is very beneficiary for the citizen of the city, and well think that the resolution would be that the city vice mayor support those implemented ordinances just like the ordinance of Hon. Jericho Allan Celino, his ordinance is my most likely among all because his purpose is to help those Hard-working barangay tanod's of every barangay of Roxas city by giving them an insurance and raised their monthly allowance into (200 pesos).

We all know that every tanod of every barangay are important because of the mandatory check every night and day to the barangay. That is why every barangay will be safe not only at morning well especially at Evening and peacefully living because of them and that is why Hon. Jericho Allan Celino wants to help them all by making this ordinance that every tanod will be the beneficiary.I'm pretty amazed on how Sir hon. Jericho Allan Celino addressed this kind of issue, he is really Entertaining and I’m happy that his ordinance is to help those barangay tanod's by increasing their monthly allowance. The way he speaks about it is truly sincere and I like the way he deliberated his speech. And i liked also every ordinance of other councilor because all they want is to help and protect the citizen of roxas city through by their ordinances. I'm truly glad and thankful to observe on how the city hall works and on how the ordinance get in process to be enacted, and i also meet the Vice mayor Erwin sicad and the other councilor of Roxas city. They are so humbled and kind to us and it's such a great opportunity to us that we meet them all, and i am very thankful that I experience this great opportunity to observe in the session hall at the Great Roxas City Hall.
